While submitting Copyright Orders in ILLiad, an error says that the permission for that transaction has not been granted

Symptom

• When submitting orders in the Submit Copyright Orders screen, a copyright error appears that says, "Permission for Transaction [transaction#] has not been granted," and it will not submit.

Resolution

Here is how to resolve the issue:

1. Open the transaction listed in the error.
2. Go to the Copyright tab.
3. Click Gateway Search.
4. Search the Title (not the ISxN) for the publication.
5. At least two publications should show up.
6. Of the options, choose a publication with a "Right" of "Licensing Available."
7. Click Save Copyright Information at the top. 
8. Try to submit the Copyright Order again. If it does not work, contact OCLC Support.
